OUR BACKGROUND
Mangold2, formerly ELC Rail, was established in Malaysia in 2015 as an independent rail consultancy to compliment the services offered by East Link Consulting, a recognized international commercial, construction and project management consultancy that utilized International and local expertise to deliver quantity surveying, commercial, contract, cost, claims and dispute management services, predominantly to infrastructure and engineering undertakings in Malaysia and South-East Asia.
Mangold2 was developed in response to the rapid global re-emergence of railways as a feasible means of transport for both people and freight. The preponderance of planned new railways, be it HSR, MRT, LRT or Monorail, combined with major rail rehabilitation schemes is particularly evident in South-East Asia, including Malaysia, hence ELC Rail’s choice of Malaysia as its headquarters and ‘hub’ for future development across the South-East Asia region.
With the passing of Mr. Nigel Stanley, in late 2021, ELC Rail was closed and the business transferred to Mangold2 Ltd.

Mangold2 recognizes in particular the risks associated with underground works and tunnelling for rail projects. Mangold2 has a wide range of specialists experienced in executing underground works and tunnelling in hard and soft ground conditions using slurry and earth pressure balance TBMs as well as conventional mechanized and manual excavation. Mangold2 will not only identify identify problems and provide solutions for tunnel work but will also provide experienced staff and operatives as required to ensure issues are mitigated in the long term..

➤ Currently panel member for DRB for Broadway Subway Project, Vancouver, Canada. 5 major disputes reviewed and determinations provided in first two years.
➤ Expert witness for contractor in dispute with designer on Edmonton LRT Project, Alberta, Canada.Expert witness for Owner in dispute with rail vehicle supplier in Toronto, Canada.
➤ Provided “due diligence” to Partnerships BC when developing the business case for the Broadway Subway Project.
